Alex advises clients on complex issues at the intersection of finance, technology, and geopolitics. He specializes in AI policy and governance, semiconductors and related export controls, and data and technology sovereignty.

Prior to joining MAP, he was the assistant director of the Digital and Cyberspace Policy program at the Council on Foreign Relations, which provided thought leadership and convened leaders from government and industry to shape critical policy debates. 

He began his career with the government of Canada, where he co-wrote legislation to protect the country’s telecommunications infrastructure from high-risk vendors and represented Canada on cyber issues at the United Nations. His analysis has appeared in The Washington Post and Survival.

Alex holds a master’s degree in international relations from the Norman Paterson School of International Affairs at Carleton University.
