Shannon leads our advisory practice on global trade and industrial policy, and advises our clients on political and economic issues impacting markets in Latin America.
Shannon is a leading expert and academic on Latin America and global trade. She serves as senior vice president, director of studies, and Maurice R. Greenberg chair at the Council on Foreign Relations (CFR). Shannon was a Fulbright Scholar and a Justice, Welfare, and Economics Fellow at Harvard University, and has taught Latin American politics at Columbia University.
Before turning to policy, she worked in the private sector as an equity analyst at Indosuez Capital and Credit Lyonnais Securities, and has lived and worked in Mexico and Argentina. She is a member of the board of directors of the Tinker Foundation.
Shannon holds a PhD in government from Harvard University, as well as an MA in international relations and a BA from Yale University.
She is the author of books, including: The Globalization Myth: Regionalization and How America's Neighbors Help it Compete (2022) and Two Nations Indivisible: Mexico, the United States, and the Road Ahead (2013). She writes a column for Bloomberg Opinion and is a frequent speaker at global academic, business and policy conferences.
Her opinion is frequently sought by national and international broadcasters, radio and press, and she has often been called to testify before Congress on matters of US-Mexico and US-Latin America relations.
